The agreement was signed by Energy Minister Mohammad Al-Bashir and Marv Energy board member Valerina Elias, in the presence of ministry officials and company representatives.

Deputy Minister of Energy for Electricity Affairs Omar Shaqrouq said the project marks a step in developing Syria’s electricity sector, particularly through cooperation with a national company to manufacture and install wind turbines. He added that the 700 MW capacity will be connected to the national grid rather than allocated to a specific province, ensuring benefit to all regions.

Shaqrouq said turbine installation sites will be selected based on available wind resources and speeds across Syria. He noted that the ministry has recently signed several solar energy agreements under its plan to expand renewable energy sources, with additional agreements under preparation to be announced later.

Elias said the project relies on qualified Syrian expertise in turbine manufacturing and installation, adding that production will take place at the company’s plant in Homs. She said implementation will proceed in phases over five to seven years and described the project as a “proof stage” of Syria’s industrial capacity to compete regionally and internationally.

In November, the ministry signed agreements to establish eight power generation plants with a total capacity of 5,000 MW as part of the national plan to meet Syria’s energy needs and support economic and social development.
