Administrative Development Ministry, HIBA institute discuss cooperation for institutional transformation and capacity building

Damascus, SANA-Minister of Administrative Development, Mohammad al-Sakaf, met with Dr. Talal Aboud, Dean of the Higher Institute of Business Administration (HIBA), to explore opportunities for strengthening collaboration between academic education and practical application within state institutions. The discussions focused on supporting comprehensive institutional transformation and developing national competencies capable of driving administrative change in Syria.

During the meeting, held at the ministry’s headquarters, participants conducted a thorough review of HIBA’s academic programs and activities. They also examined the ministry’s roadmap for institutional transformation and explored potential areas of cooperation.

The talks, as reported by the ministry’s Telegram channel, included discussions on launching a specialized and professional master’s program tailored for government leadership and personnel.

Additionally, they explored ways to direct HIBA’s students particularly graduate students toward practical projects aligned with administrative development priorities. The possibility of joint training workshops and qualification programs was also considered, along with mechanisms for involving HIBA faculty and experts in ministry-led initiatives based on national needs.

Both sides emphasized that human capital is the true wealth of any nation and the key driver of sustainable institutional success. They stressed the importance of aligning higher education outcomes with public administration requirements and enhancing training pathways that empower human resources, ultimately contributing to the establishment of agile and efficient government institutions.
