Syria accelerates nationwide digital transformation across public institutions

Damascus, April 10 (SANA) Syrian government institutions are accelerating efforts to advance digital transformation across public services as part of broader administrative reforms following the country’s liberation at the end of 2024, aiming to improve efficiency, transparency, and service delivery.

Since 2025, ministries and public bodies have expanded the introduction of electronic platforms and digital systems to reduce reliance on paper-based procedures and streamline administrative processes.

The Ministry of Communications and Information Technology said the national digital transformation strategy, extending to 2030, is currently being updated and is implemented in three phases: a foundational stage focused on infrastructure and legislation, a transition phase (2025–2027) introducing interactive services, and a final phase (2027–2030) aimed at full integration and data-driven governance.

Key achievements include the completion of the National Data Center, expansion of government cloud services, rollout of digital signature systems, and development of national interoperability frameworks, including a government data integration platform linking state institutions.

Several digital services have also been launched, including the “Wajab” unified complaints platform, which is expected to streamline citizen feedback mechanisms, alongside electronic procurement systems and expanded citizen service centers.

At the institutional level, digital transformation efforts now span multiple ministries, including foreign affairs, interior, justice, health, education, energy, and local administration, with several services already operating electronically.

The government says the reforms aim to reduce in-person procedures, enable electronic payments, and enhance transparency by limiting direct administrative interaction.

Officials acknowledge ongoing challenges, including infrastructure constraints, shortage of specialized technical staff due to low wages, limited private sector participation, and coordination gaps between institutions.

Cybersecurity measures are being strengthened through new legislation, including the Personal Data Protection Law of 2024, alongside technical systems such as security monitoring platforms, vulnerability testing, and the development of security operations capabilities.

Authorities said Syria is currently in the middle of the second phase of its strategy, with plans over the next two years to expand interactive services, complete digitization of key national records, and deepen integration across government systems.
