Damascus, Aug. 23 (SANA) Head of the National Commission for Transitional Justice Abdul Basit Abdullatif signed a memorandum of understanding with the German Agency for International Cooperation (GIZ) on Sunday to enhance cooperation, exchange expertise and support national capacity-building related to the transitional justice path.
The signing took place during a meeting at the Commission’s headquarters in Damascus, attended by Deputy Head Zahra al-Barazi and Director of Reparations Ahmad Hazrouma. The German delegation included Chargé d’Affaires Marcus Hicken, Political Section Officer Leah Kaufmann, Head of Development Cooperation, and Katrin Luber representing the Federal Ministry for Economic Cooperation and Development.
Discussions focused on practical cooperation in the coming period and areas of joint work to develop the Commission’s tools and strengthen its capacity to implement its mandate in service of justice, victims’ rights and community needs, the Commission said in a statement.
The MOU is part of the Commission’s efforts to build institutional partnerships based on expertise transfer and national capacity development, strengthening Syrian institutions’ ability to continue the transitional justice path with efficiency and sustainability, the Commission added.

Since the liberation, Syria has moved to strengthen its transitional justice path and develop its institutional framework. On May 17, 2025, President Ahmad al-Sharaa issued Decree No. 20 establishing the National Commission for Transitional Justice as a body corporate with legal personality and financial and administrative autonomy, operating across all Syrian territory.
GIZ is a global development enterprise operating in some 120 countries, providing international cooperation services for sustainable development. GIZ has been active in Syria since 1976, and has expanded its cooperation with transitional state institutions since December 2024.
