Damascus, Jan. 25 (SANA) Syria’s Minister of Social Affairs and Labor, Hind Kabawat, emphasized that national development relies on the participation of all citizens and that the state provides support to Syrians without discrimination.

In a statement on the ministry’s official Telegram channel, Kabawat said government institutions have begun assessing the needs of residents in northeastern Syria and are taking steps to meet them. She stressed that social services and care are rights for all citizens, and that the government is committed to serving everyone equally.

Kabawat also highlighted that Syrian Kurdish citizens are an integral part of the nation. She noted that Decree No. 13 of 2026 guarantees full citizenship for Kurds and reinforces the state’s commitment to justice, equality, and the rejection of exclusion.

The minister called for rejecting hate speech, promoting dialogue, and fostering national unity as the foundation for building a future that benefits all Syrians.

On Jan. 16, President Ahmad al-Sharaa issued Decree No. 13, affirming that the cultural and linguistic identity of Syrian Kurdish citizens is a core part of the country’s diverse and unified national identity.
