Damascus, March 23 (SANA) – Syria’s General Company for the Manufacture and Marketing of Cement and Building Materials (Omran), has signed an investment agreement with UAE-based QZ to rehabilitate and operate milling units at Tartous Cement Plant, as part of efforts to boost local production and strengthen reliance on national resources.

Director General Mahmoud Fadila said the project focuses on restarting a key stage of cement production—grinding—through a partnership that introduces modern technologies without placing additional financial burdens on the state, while maintaining public ownership of the facility.

The 15-year contract is expected to increase domestic cement output using imported clinker processed according to Syrian standards, helping improve competitiveness with imported products and support price stability in local markets.

Fadila added that the project will create around 300 direct jobs and more than 2,000 indirect job opportunities, while contributing to the rehabilitation of idle industrial assets, workforce training, and adherence to environmental and safety standards.

The agreement is part of a broader government plan to revitalize the industrial sector, enhance infrastructure efficiency, and attract investment through partnerships that combine economic viability with environmental considerations.
