Damascus, Jan. 17 (SANA) State Council President, Judge Abdul Razzaq Kaadi, affirmed that Decree No. 13 of 2026 concerning Syrian Kurdish citizens constitutes a decisive step in consolidating the rule of law, upholding the principle of legality, and safeguarding cultural and linguistic rights within a comprehensive national framework where rights and duties are integrated, and freedoms are balanced with responsibilities.
Kaadi explained in a statement to SANA on Friday that this approach reflects the Presidency’s commitment to caring for all components of the Syrian people and maintaining an equal distance from everyone, within a framework of justice and equality, thereby strengthening trust between the state and its citizens.
The State Council President noted that the decree is fully consistent with the provisions of the constitutional declaration and aligns with the general principles established by the State Council judiciary, particularly the principle of equality before the law, the guarantee of rights and freedoms, and the balance between exercising individual rights and serving the public interest. It ensures recognition of cultural and educational rights for all segments of society without discrimination or reduction.
Kaadi stressed that respect for cultural and linguistic diversity is a fundamental pillar of institutional and societal stability, affirming that administrative judiciary will remain the faithful guarantor of the legality of decisions, the protection of rights and freedoms, and the consolidation of a state founded on justice and equality, where equal citizenship is embodied in both word and deed.
