Social Affairs: MoU with Al Habtoor Group Supports People with Disabilities in Syria

Damascus, SANA – Minister of Social Affairs and Labour, Hind Kabawat, affirmed that the memorandum of understanding (MoU) signed with the Emirati Al Habtoor Group is aimed at meeting the needs of people with disabilities and war injuries, who constitute more than 27% of Syria’s population. She stressed that the initiative is designed to serve all Syrians across the national territory.

“The aid is not merely financial support; it carries a profound humanitarian message that embodies the values of solidarity and authenticity, while giving hope to a wide segment of those affected by the war,” Minister Kabawat told SANA.

The Minister explained that the funding will be directed toward: Completing the rehabilitation and equipping of the Institute for People with Multiple Disabilities in Dummar, Damascus Governorate, which serves over 30,000 beneficiaries annually. In addition to providing the institute with medical and electrical equipment, establishing an integrated educational center for people with disabilities, creating a specialized vocational training center to help beneficiaries secure sustainable sources of income suited to their medical conditions, as well as setting up a fully equipped physical therapy center.

Furthermore, the initiative includes the establishment of an educational center for child beggars, offering a safe environment for learning, psychological counseling, and medical support, thereby contributing to their protection and reintegration into society.

Minister Kabawat emphasized that this generous humanitarian contribution will have a profound impact on the lives of tens of thousands of Syrians, describing it as a source of pride and appreciation for the entire country.

The Ministry of Social Affairs and Labour signed the MoU with Al Habtoor Group on Thursday, which provides $2.5 million in funding. The agreement is part of ongoing efforts to enhance the reality of social care in Syria and strengthen the role of care and rehabilitation centers nationwide.
