Foreign Ministry clarifies Syria’s vision on activating international cooperation

Damascus, SANA- The Ministry of Foreign Affairs and Expatriates has affirmed that the Syrian state is today regaining its natural position on the Arab and international maps, based on a new vision whose cornerstone is cooperation and openness. It called for the activation of joint action with the international community to build the future of Syria as a strong, open, balanced, and active state in its regional environment.

In a statement on its Telegram channel, the Ministry said: “At a pivotal moment in the history of the Syrian Arab Republic, and after years of isolation and insularity imposed by the policies of despotism, the Syrian state today regains its natural position on the Arab and international maps, based on a new vision whose cornerstone is cooperation and openness. In this context, Presidential Decree No. (18) of 2025 comes to rebuild the foundations of the relationship with the international community on the principles of equal cooperation.”

The Ministry added “The reconstruction of the Syrian state is not limited to external support or material reconstruction, but rather includes the reweaving of international cooperation relations and the activation of bilateral and multilateral partnerships with countries, organizations, and international institutions, in a way that serves recovery efforts.”

The statement noted that the Ministry of Foreign Affairs, through this new framework, undertakes its effective regulatory role in a manner that allows for the institutional and organized reactivation of international cooperation channels. This ensures harmony between national efforts and foreign initiatives and enshrines the principle of partnership based on mutual interest and national sovereignty. The Ministry also works to support the efforts of other ministries and institutions in communicating with international partners and securing the requirements for joint planning and implementation of international cooperation and development priorities.

In this context, according to the Ministry’s statement, the Department of International Cooperation and Development Affairs undertakes the organization and coordination of relations with international and donor entities, supports strategic planning, ensures transparency, and follows up on the implementation of bilateral and multilateral commitments, in a manner that achieves integration between the national vision and the tools of external cooperation.

The Foreign Ministry affirmed that this stage requires all international partners to engage constructively with Syria and contribute to its path towards comprehensive recovery, not only through support but also through investment in long-term relationships.

“As the Foreign and Expatriates Ministry emphasizes the importance of this role within the vision of the Syrian state, it calls for the activation of joint action with the international community in order to build the future of Syria as a strong, open, balanced, and active state in its regional environment,” the statement concluded.
