Berlin, March 30 (SANA) In a pivotal moment for Syria’s post-reform foreign policy, President Ahmad al-Sharaa began a high-profile European tour in Berlin on Monday. The tour, which will also include the United Kingdom, aims to solidify political, economic, and developmental cooperation, re-establishing Syria as an influential regional actor following the fall of the ousted regime on December 8, 2024.

This diplomatic surge builds on a foundation of rapid re-engagement over the past year. It follows a significant February 2025 phone call with former German Chancellor Olaf Scholz, who voiced support for the new government’s measures to maintain civil peace and territorial integrity while advocating for the removal of sanctions.

Restoring Diplomatic and Humanitarian Ties

The momentum shifted dramatically in March 2025 when former German Foreign Minister Annalena Baerbock and European Parliament Vice President Armin Laschet visited Damascus. Baerbock noted that the reopening of the German embassy after a 13-year hiatus represented a long-term commitment to breaking Syria’s isolation.

Parallel to German efforts, the United Kingdom announced the restoration of diplomatic ties and a £94.5 million support package. This funding is targeted at humanitarian aid, economic recovery, education, and livelihood revitalization. The visit of UK Foreign Secretary David Lammy to Damascus last July further signaled Syria’s transition from a “humanitarian file” to a proactive political partner.

Strategic Economic Partnerships

Syria is positioning itself as a regional investment hub rather than a recipient of aid. Key milestones in this economic strategy include:

Industrial collaboration: The December 2025 visit of the Chairman of the Federation of Syrian Chambers of Commerce to Germany to foster industrial partnerships.

Reconstruction focus: Foreign Minister Asaad Hassan al-Shaibani’s ongoing talks in Berlin regarding infrastructure, energy, and technology investments.

Investment vs. Aid: A shift toward sustainable development projects, utilizing the £94.5 million UK package for long-term economic stability.

During his keynote speech at the Syrian-German Business Forum in Berlin today, President al-Sharaa highlighted Syria’s strategic position as a safe haven for energy supply chains. He emphasized the vast opportunities in oil, gas, and infrastructure, specifically calling on the expertise of the Syrian diaspora educated in German universities.

Syrians in Europe: A Partner in Development

President al-Sharaa met with a delegation of the Syrian community in Berlin on Monday, praising their commitment to their national identity. He described the Syrian community as a vital bridge for conveying the reality of the “New Syria” and a primary partner in the national reconstruction effort.

A Vision for Collective Stability

Foreign Minister al-Shaibani underscored that the lifting of sanctions last year has served as a “gateway of hope,” allowing Syria to rebuild after the devastation of the ousted regime. The current leadership’s strategy reflects a move from mere diplomatic contact to integrated strategic partnerships based on mutual interests and regional stability. Today’s events confirm that Syria is no longer a passive observer but a sovereign partner and a promising market ready for global engagement.
