U.S. Envoy Calls on the House of Representatives to Repeal of the Caesar Act

The U.S. Special Envoy for Syria called on the House of Representatives to vote in favor of repealing the Caesar Act, stressing that such a step would contribute to Syria’s economic recovery and accelerate reconstruction efforts.

In an article on the X Platform, Barrack said, “The U.S. Senate has already demonstrated foresight by voting to repeal the Caesar Act, which once served its purpose against the Assad regime. Now, these sanctions suffocate a nation seeking to rebuild.”

“The House of Representatives must now follow suit, restoring the Syrian people’s rights to work, trade, and hope,” Barrack added.

Barrack hailed the new Syrian government’s efforts toward reconciliation, noting its restored ties with Türkiye, Saudi Arabia, the UAE, Egypt, and Europe. He referred to President Trump’s announcement to lift U.S. sanctions on Syria as a historic shift from coercion to cooperation, signaling to investors and allies that the U.S. now supports rebuilding, not restraining.

“Repealing sanctions is not charity; it’s strategy. It enables allies and private investors to rebuild Syria’s power grids, water systems, schools, and hospitals,” Barrack wrote. “Economic vitality remains the surest antidote to extremism; commerce bridges the gap from conflict to coexistence.”

He concluded by urging the House of Representatives to repeal the law, stressing that this would not erase history but reframes it with a message of renewal and hope.
