Ottawa, Aug. 30 (SANA) Canada announced its support on Sunday for the establishment of the Defense, Security, and Resilience Bank (DSRB), an international multilateral institution aimed at raising approximately €100 billion to provide low-cost loans for public and private defense projects.
John Fragos, press secretary to the Canadian Minister of Finance, stated via Reuters that preparations for the bank’s articles of agreement are moving at a rapid pace, with Ottawa working alongside allies and partners to assemble a core group of founding nations.
The proposed bank plans to operate with €20 billion in paid-in capital and €80 billion in callable capital, according to officials involved in the project.
Along with Canada, nine countries have declared support for the initiative, including Türkiye, Ukraine, Belgium, and Greece.
As of August, the bank has secured approximately €5 billion in commitments. However, major Western economies including Germany and the United Kingdom have yet to join, raising questions regarding the institution’s ability to secure a top-tier AAA credit rating.
Sources familiar with negotiations noted that several governments have questioned whether the bank can provide cheaper financing than sovereign borrowing, while raising reservations over governance structures and capital requirements.
Canadian officials are intensifying consultations with allies ahead of the scheduled signing of the bank’s founding charter this autumn. Proponents emphasize that the institution will provide off-budget, long-term defense financing, enabling nations to expand military investments without increasing public debt.
DSRB founder Rob Murray stated that multiple institutions of this type are needed globally to address rising security threats, as European nations face pressure to boost defense spending within NATO.
