President al-Assad issues law amending legislative decree on civil status

Damascus, SANA – President Bashar al-Assad issued on Sunday Law no. 4 for 2017 amending a number of articles of the Legislative Decree no.26 that was issued on 12/4/2007 on civil status.

Some of the amended articles state that each civil status incident that occurs to a Syrian citizen in a foreign country shall be regarded “valid” if it is dealt with in accordance with the provisions of the laws of that country and without conflicting with the Syrian laws.

The person concerned has to register the incident with the Syrian embassy or consulate or the embassy or consulate in charge of the interests of the Syrians in the place of residence or in the place where the incident takes place.

The law also states that if one of the spouses is a foreigner, the marriage needs the approval of the Foreign and Expatriates Ministry to be registered.

A husband and a wife must obtain a family card.

According to the law, a fine of SYP 15,000 needs to be paid if a non-registered person does not apply for registration within one year after they turn 18.
