Full roadmap script: Syria, U.S., Jordan outline Sweida deal to end conflict.

The Ministry of Foreign Affairs and Expatriates issued a statement on the “Roadmap for Resolving the Crisis in Sweida and Stabilizing Southern Syria,” adopted during the tripartite meeting in Damascus on Tuesday among Minister of Foreign Affairs and Expatriates Asaad Hassan al-Shaibani, Jordanian Foreign Minister Ayman Safadi, and US Special Envoy to Syria Thomas Barrack.

The Ministry of Foreign Affairs stated in its statement that the meeting adopted a roadmap for resolving the crisis in Sweida based on the unity of Syrian territory and the principle that all the Syrians citizens are equal regarding their rights and duties.

Hereinunder the full text of the “Roadmap for Resolving the Crisis in Sweida and Stabilizing Southern Syria:

  • “Syria’s stability, security, and prosperity are a cornerstone of regional stability. The Syrian Arab Republic, the Hashemite Kingdom of Jordan, and the United States of America affirm their commitment to work together in genuine partnership to help Syria build a future of peace and stability for all its people”.
  • “The three countries will support efforts to rebuild Syria on foundations that preserve its security, stability, unity, and sovereignty, and that meet the aspirations of all Syrians and protect their rights”.
  • “The three countries, in coordination with regional and international partners, will work to promote a comprehensive, Syrian-led political process that rebuilds Syrian institutions, ensures the representation of all Syrians, praises the diversity of Syrian society, and guarantees equality for all Syrians under the law and on the basis of citizenship”.
  • “Jordan and the United States will support the Syrian government in overcoming the challenges that hinder this process, including in the fields of reconstruction, institution-building, combating terrorism and extremism, ending societal disputes, and achieving national reconciliation”.
  • “This collective commitment reflects the shared will of Syria, Jordan, and the United States to move forward in supporting Syria’s future in a constructive and practical approach. In this context, Jordan hosted the Amman meetings on July 19, 2025, and August 12, 2025, during which the three countries agreed to work together to end the crisis in the Sweida governorate”.
  • “The three countries agreed that the regrettable occurrences the governorate has witnessed recently require the adoption of a comprehensive, gradual approach to overcome them, in accordance with the following principles”:
  • “Sweida governorate is an integral and indigenous part of Syria, and its people are Syrian citizens, equal in rights and duties with all the rest of the Syrian citizens”.
  • “Bridging the trust hiatus between the Syrian government and Sweida governorate requires a careful, gradual approach, begins with measures to rebuild trust and adopting transitional solutions that lead to the governorate’s full reintegration into the Syrian state, thus strengthening national unity”.

“Jordan and the United States affirm the significance of the steps adopted by the Syrian government and the commitments it announced following the two rounds of talks hosted by Amman. They welcome the affirmation by Syrian Foreign Minister Asaad al-Shaibani of his commitment to end the crisis through a solution that guarantees Syria’s unity and preserves all the rights of the citizens of Sweida governorate as Syrian citizens”.

The three countries agreed to cooperate to implement the following steps, urgently and with full respect for Syrian sovereignty:

  1. “The Syrian government calls on the Independent International Commission of Inquiry on the Syrian Arab Republic to conduct an investigation into the regrettable occurrences Sweida governorate has witnessed recently, and the Syrian government is committed to holding all perpetrators of violations accountable, according to the Syrian law”.
  2. “The Syrian government takes the necessary legal measures against anyone proved to be involved in committing violations or have been a party to committing abuses against the civilians and their property”.
  3. “The Syrian government, with the support of Jordan and the United States, ensures the continued delivery of sufficient quantities of humanitarian and medical aid to the Sweida governorate, in cooperation with relevant United Nations agencies and other countries”.
  4. “The Syrian government continues its efforts to restore all basic services in the Sweida governorate. Jordan and the United States will support efforts to secure sufficient funding from international donors”.
  5. “The Syrian government deploys qualified and trained forces from the Ministry of Interior along the Sweida-Damascus Road to ensure the safe and free movement of citizens and trade, with support from the Hashemite Kingdom of Jordan and the United States of America to help overcome practical obstacles”.
  6. “The Syrian government withdraws all civilian fighters out of the administrative boundary of Sweida governorate, deploys qualified, trained, and disciplined police forces along the governorate’s administrative boundary, in accordance with the Amman Agreement, and takes all necessary steps to enable residents of Sweida villages that witnessed clashes during the regrettable occurrences to return to their villages”.
  7. “The three countries support the International Committee of the Red Cross efforts to release all detainees and abductees and to accelerate the exchange process”.
  8. “The Syrian government announces its plans for rebuilding damaged villages and properties. Jordan and the United States will support efforts to secure the necessary subsidy”.
  9. “The Syrian government leads efforts to establish a national narrative that glorify unity, pluralism, equality among all Syrians, and the supremacy of the law. The Syrian government will also accelerate its efforts to contain and eliminate hate speech that promotes division, violence, sectarianism, and ethnic and sectarian discrimination, including through the adoption of legislation criminalizing hate speech. Jordan and the United States will provide legal assistance to adopt such legislation, if necessary”.
  10. “Jordan, in coordination with the Syrian Arab Republic, will invite a delegation representing the local communities in Sweida (Druze, Christians, and Sunnis), and another delegation of representatives of the Bedouin tribes in Sweida governorate to meetings to help achieve reconciliation”.
  11. ” Jordan and the United States will work with the Syrian government and communities in Sweida to agree on short- and medium-term security and administrative arrangements for the transitional period that leads to the governorate’s full reintegration into government institutions. These efforts will be based on the fact that Sweida is an integral part of Syria and that national reconciliation must be achieved. Discussions will aim to reach confidence-building measures and practical steps to address current challenges, consistent with the agreements reached during the two rounds of talks in Amman”.

These arrangements will include plans to achieve the following:

  • “The formation a local police force, including all communities in the governorate. This force will be led by an individual (from the governorate) to be appointed by the Ministry of Interior. Negotiations will determine the composition and structure of this force”.
  • “Activating all civil administrative institutions in the Sweida governorate, in cooperation between the local community in the governorate and relevant official institutions”.
  • “In coordination with the local community in Sweida, a provincial council representing all components of the local community in Sweida will be formed. The council will be tasked with interacting with the Syrian government and leads efforts to achieve national reconciliation”.
  • “Full release of all detainees and kidnapped persons, and counting and identifying the missing ones”.
  • “Managing the flow of aid to the governorate in cooperation with the Syrian government”.
  • “Putting an end to the foreign interference in Sweida governorate and affirming the commitment to the governorate as an integral part of Syria”.
  • “Facilitating access to all evidence, including bodies, witness testimonies, and surveillance cameras in areas that witnessed clashes”.
  • “Cooperation with the Syrian government and the Independent International Commission of Inquiry on the Syrian Arab Republic to ensure legal accountability for anyone proven to have committed violations”.
  • “Agreeing on a roadmap for reconciliation with the Syrian government”.
  • 12-  “The United States works, in consultation with the Syrian government, to reach security understandings with Israel regarding southern Syria that address the legitimate security concerns of both Syria and Israel, while emphasizing Syria’s sovereignty and territorial integrity. Jordan will support this effort, including through joint meetings”.
  • “13- Syria, Jordan, and the United States will establish a working mechanism to monitor the implementation of the roadmap, in a way that respects Syrian sovereignty”.
