Presidential decrees naming Dr. Mikdad as Foreign and Expatriates Minister, Dr. al-Jaafari as Deputy Foreign and Expatriates Minister

Damascus, SANA-President Bashar al-Assad on Sunday issued decrees Nos. 322 and 323, stipulating for appointing Dr. Faysal Mikdad as Foreign and Expatriates Minister and Dr. Bashar al-Jaafari as Deputy Foreign and Expatriates Minister.

President al-Assad also issued decree no. 324 providing for transferring Ambassador Bassam al-Sabbagh from the Syrian Embassy in Vienna to the Permanent Delegation in New York and accrediting him as Syria’s Permanent Representative  at the UN in New York.

Dr. Mikdad was born in Ghasm village in Daraa province in 1954.

He graduated from Damascus University in English Literature in 1978, He also got a doctorate in English literature from Charles University in Prague in1992.

Mikdad worked in the diplomatic corps in 1994 at Ministry of Foreign Affairs then joined the permanent delegation of the Syrian Arab Republic in 1995 at the UN, and he worked with various UN committees and represented Syria at several International Conferences and was appointed as Deputy Permanent Envoy and Representative for Syria at the Security Council.

He chaired several UN Security Council sessions and also served as vice Chairman of the UN General Assembly and chaired a number of its meetings.

He was appointed as Ambassador of the Syrian Arab Republic and Permanent Representative to the UN in 2003.

He was appointed as Deputy Minister of Foreign Affairs in 2006, and head of the National Committee for the implementation of the Chemical Weapons Convention in Syria,married with three sons.

Dr. Bashar al-Jaafari was born in Damascus in April 14, 1956

He graduated from Damascus University in French Literature and got two Doctorates in political science, and in the history of Islamic civilization in Asia southeast.

He was appointed as Ambassador Extraordinary and Minister Plenipotentiary and Syria’s Permanent Representative to the UN in New York. He also worked as Permanent Representative for Syria to the UN Office in Geneva and Director of the Department of International Organizations and Conferences at Foreign and Expatriates Ministry and Head of the Syrian Mission at the Syrian Embassy in Indonesia and Counselor Minister at the Syrian Embassy in Paris .

He was the director of the International Organisations and Conferences Department at the Ministry of Foreign Affairs and Expatriates, and also headed the delegation of the Syrian Arab Republic in Astana meetings and a number of talks rounds in Geneva, and  he was chairman of the National Committee for counter -terrorism Studies.

Bassam al-Sabbagh was born in Aleppo.

He holds a BA in political science.

He was appointed as Ambassador of the Syrian Arab Republic to Austria and a Permanent Envoy to the UN office and the International Organizations in Vienna since 2010.

He also worked as a Permanent Envoy for the Organization for the Prohibition of Chemical Weapons in The Hague since 2013, and a consultant to the Permanent Mission in New York between 2001 and 2006 and as a diplomat at the Syrian Embassy in Washington from 1995 until 2000.
