Dubai, Feb. 5 (SANA) Syria’s Minister of Administrative Development, Mohammed Hassan al-Skaf, held a series of meetings with Arab counterparts on the sidelines of the World Governments Summit 2026 in Dubai, focusing on public administration reform and civil service modernization.
The meetings took place during the Arab Government Administration Forum and included talks with Musa Abu Zeid, Head of the Palestinian Civil Service Bureau, and Essam Saad Al-Rabeean, Head of the Kuwaiti Civil Service Commission.
Discussions centered on exchanging experiences in modernizing public administration, developing civil service systems, and building modern frameworks for managing government human resources.
The officials also addressed shared challenges facing public institutions across the region, emphasizing the need to move beyond experience-sharing toward coordinated efforts and practical, implementable approaches. These include professional human resources planning, capacity building, merit-based systems, and the use of digital technologies to support decision-making and improve institutional performance.
Al-Skaf underscored the importance of strengthening specialized Arab cooperation in public administration, saying it could help improve the efficiency and stability of government institutions and enhance the quality of public services.
The meetings reflect the Ministry of Administrative Development’s broader effort to engage with regional reform experiences and build professional partnerships aimed at advancing administrative development and joint Arab cooperation.
