Damascus, April 20 (SANA) Syria’s Ministry of Local Administration and Environment on Monday signed a remote memorandum of understanding with Turkish company Türksat to benefit from Türkiye’s experience in developing digital transformation strategies and technological innovation in Syria’s local administration and environment sector.
The Syrian side was represented by Deputy Minister Zafir Mohammad al-Omar, while Ahmet Hamdi Atalay, chief executive of Türksat, signed on behalf of the Turkish company. Both sides stressed the importance of cooperation in transferring expertise and applying best practices in digital transformation.
Al-Omar said the ministry attaches particular importance to implementing digital transformation, especially in the work of the General Directorate of Real Estate Interests, where modernization and advanced data systems are a priority.

He added that the memorandum is expected to lead to several contracts currently under study aimed at improving and developing local administration services in Syria across sectors supervised by the ministry, including urban transport and information centers.
For his part, Director of Digital Transformation at the ministry Ahmad al-Alaywi said automation plays a key role in organizing data entry, improving access to processed information and simplifying procedures for citizens.
He noted that the ministry has already begun digitizing its records and has started automating real estate archives in several governorates, adding that the next phase will focus on launching electronic public services.
The ministry launched a digital transformation plan last year aimed at promoting effective decentralization and replacing paper-based transactions with faster electronic systems for citizens, municipal employees and public institutions.
