Central Bank Governor welcomes U.S. Sanctions Lift as Milestone for financial reform

Damascus, SANA- The Governor of the Central Bank of Syria (CBS), Dr. Abdul Qader Husariya, welcomed the recent executive order issued by U.S. President Donald Trump, which transforms the temporary freeze on financial and banking sanctions imposed on Syria into a permanent lift.

In a post on his personal Facebook page, Dr. Husariya explained that the process began with the issuance of General License No. 25 in May, which has now evolved into a full removal of sanctions. He added that the executive order also eliminates the legal foundation upon which many punitive measures by previous and current U.S. administrations were based.

Dr. Husariya emphasized that the executive order repealed several prior orders that had formed the legal framework for impactful sanctions on Syria’s financial system, including the national emergency declaration related to Syria, which was first imposed in 2004 and renewed annually since.

He described the development as a pivotal step toward easing U.S. restrictions on the export of goods, services, and technologies to Syria. The order directs the U.S. Department of Commerce to review and lift longstanding barriers that have hindered financial and banking trade, which is expected to positively affect Syria’s ability to access technologies such as the SWIFT system.

He also noted that President Trump’s directive to the Secretary of State to review Syria’s designation as a state sponsor of terrorism would significantly impact international financial flows and remittances.

He stated that the executive order removes more than 500 entities from the sanctions list, including Syrian banks, and considered it a positive turning point for economic recovery and the revitalization of the financial sector.

The Central Bank Governor reaffirmed Syria’s commitment to fully capitalize on this historic opportunity by continuing efforts to enhance transparency, strengthen financial governance, and reintegrate Syria’s financial system into the global financial architecture.
