Damascus, Feb. 15 (SANA) – The Syrian Ministry of Finance has signed on Sunday a framework agreement with Saudi digital solutions company Elm, to support the digitization of financial operations and modernize Syria’s financial sector.

The agreement was signed by Syrian Finance Minister Mohammed Yisr Barnieh and Elm CEO Mohammad Alomair, in the presence of Saudi Ambassador to Damascus Faisal bin Saud Al-Majfal.

The framework agreement aims to enhance digital transformation across financial processes, improve administrative and technical performance, and develop national capacities in digital finance.

Minister Barnieh said the move forms a key pillar of the ministry’s strategy to improve efficiency, transparency, and service delivery through modern digital systems, noting that it will help streamline procedures and strengthen accountability across the financial sector.

For his part, Minister of Communications and Information Technology Abdul Salam Haykal described the agreement as an important model for digital transformation across government institutions, reaffirming continued support in providing infrastructure and an enabling regulatory environment.

Elm’s CEO said the partnership seeks to transfer expertise and advanced digital solutions to improve efficiency and transparency in financial operations, adding that the agreement opens the door to future projects in areas such as customs, insurance, and taxation.

Elm is a leading Saudi company specializing in integrated digital solutions and government digital transformation.
