Istanbul, (SANA)-Syrian Foreign Minister Walid al-Moallem on Thursday said that the quartet cooperation in light of the high-level cooperation council among Syria, Turkey, Jordan and Lebanon constitutes a nucleus which is open to all friendly and sisterly countries.
