Haidar: Political Process in Syria Crystallizing… Security and Safety, the Way to Improve Citizens' Economic and Social Life

DAMASCUS, (SANA) - Minister of State for National Reconciliation Affairs, Dr. Ali Haidar stressed that the political process in Syria started to crystallize and the results will be shown in the next few days.

In a press conference at Dama Rose Hotel in Damascus on Thursday, Minister Haidar said that restoring security and safety is the way to improve the economic and social situation of citizens in the areas that witnessed violence acts by the armed terrorist groups.

He said that there is a plan to restore life to the areas that were cleansed of terrorists, improve the infrastructure, provide financial support and food to the returnees.

He added that the financial aid is aimed at helping citizens in providing their essential needs and has nothing to do with compensation of damage caused by the armed terrorist groups which will be decided later.

The Minister said that local committees were formed upon the request of the inhabitants in these areas to convey the citizens' complaints and problems so that to solve them as soon as possible in areas such as Damascus Countryside, Homs, Lattakia, Idleb and Hama.

Haidar said that Syria, despite the economic embargo imposed on it, set a pioneering example on the level of providing the needs of its citizens who were forced to leave their houses by the armed terrorist groups.

He said that the results of military operations against the armed terrorist groups which troubled the lives of citizens are satisfactory and everybody will notice a progress in less than one month.

Haidar added that the Ministry is ready to settle the situation of citizens who got involved in the recent events, including those who carried weapons, to help them go back to normal life, adding that the telephone and fax numbers for this purpose will be announced next week.

He indicated that the ministry has drawn up a mechanism to deal with the file of those who carry weapons, including military members who escaped from the army, calling upon them to shift to political work.

Regarding the detainees and those who have been exploited by some parties, Minister Haidar said that the Ministry set up a strategy to solve this issue through speeding up the prosecution or release them.

Minister Haidar said that the file of the kidnapped people is a tough one, adding that this act is condemned and those who are behind it are to be held responsible.

He said that the Ministry is not engaged in the negotiations between the kidnappers and the families of those who are kidnapped for not being accused of benefiting from such cases.

He hailed the efforts of social reconciliation committees in some areas which succeeded in restoring safety, calling for differentiating between the military solution and the military work needed to preserve the security of the homeland.

The minister said that the political project in Syria has made remarkable strides ,adding that the stances of countries which support Syria are now firmer in their rejection of foreign intervention and the need for political solution by the Syrians themselves.

He said that everyone can see the change in the stances of the countries on the other side in an attempt to adapt with the situation in Syria and reach a settlement that will be determined after the US elections.

On the mission of the UN envoy to Syria, Lakhdar Brahimi, Haidar said that he is still trying to gauge the intentions of the great powers and to turn the plan of the former UN envoy to Syria, Kofi Annan, to reality, and to declare in bold strokes his own plan, considering that the success of Brahimi mission is dependent on the credibility of the great powers which are obstructing a solution in Syria and the countries which adopted a face-saving attitude after the failure of interference attempts.

He stressed that the Syrian government has decided to go to dialogue and make the political process a success, adding that it is ready to offer all necessary guarantees for whoever wants to get engaged in the political process.

Asked whether the ministry contacted some of the gunmen, Minister Haidar said that it did not happen, adding ''I went to Lebanon to meet some of them, and I offered them facilitations and guarantees to come back to Syria were they to lay down arms. There have been positive results in this regard, but some them refused due to the pressure by certain sides.''

Haidar considered that Qudsayya is an example that the Ministry is seeking to popularize in other areas, indicating that what happened there is not a ceasefire in the military terms as the state does not tolerate a truce with gunmen, ''Hence, what is happening is an initial stage that paves the way for laying down arms.''

On the National Salvation Conference that some opposition groups called to, Haidar said that nobody asked for guarantees or assurances for organizing this conference, indicating that the state intends to provide the necessary guarantees though.

Answering a question on the possibility of holding dialogue with Istanbul Council, Haidar said that the Council has alienated itself when it rejected dialogue and proclaimed some of its figures as leaders of the Syrian people, considering that the members of Istanbul Council are tools who embraced calls for foreign interference.

Referring to the circumstances in some Syrian cities, Haidar saw that the population in Raqqa has doubled in the course of one day, which places a burden on any country in the world. Haidar said that Syria is ready to receive those who choose to return and offer them aid, calling upon the Syrians abroad to return.
